From what I understand, the 951S did have 7" wheels, though the 1990 951 models had 7.5" front rims. I'm in Ireland at the moment (on vacation for Paddy's Day) and so I don't have all my resources to hand, but my understanding of the history of the 951S and later models was:
1988 951S
F: 7x16 ET52.3-mm, R: 9x16 ET52.3-mm
1989 951
F: 7x16 ET65-mm, R: 9x16 ET60-mm
F: 7x16 ET65-mm, R: 8x16 ET52.3-mm (928 flatdish option?)
1990 951
F: 7.5x16 ET65-mm, R: 9x16 ET52.3-mm
1991 951 & 951 Cabriolet (not available in the US)
???
But as I mentioned above, I don't have all data to hand so I wouldn't bet the farm on what I listed above. When I get back, I'll try to dig out specific sources and confirm the data.
