I have a question about the drawing above: could it be that the toe and camber adjusters are switched? Because the P221 tool is used to adjust the toe and it goes into the hole where it says 'camber adjust'.

Or am I missing something?

You are correct, they are switched in the drawing. The stud that the sway bar drop link mounts to is used to adjust the camber, and tool P221 goes in the empty hole to adjust the toe
