Rules have changed a lot since the 90s, was not something required here in the USA, and still not as far as I know. And I lived in Belgium, remember having to get my import cars retrofitted for rear fogs as at the time, they were required by law. I have not lived in all the places in the world, but on the north east side of Brussels where I lived, fog would get pretty dense on the ring. Not around where I live now or places in the past. People only turn them on to be cool around here it seems and don't realize how blinding they are in the rear when they turn those on like dumbasses too, brighter than brake lights. Fogs do NOT equal driving lights. I thought I remembered people getting pulled over for driving with rear fogs on in Belgium, if there was no fog.
As the world homologates for cost saving measures, a lot of things are just standard now to avoid unique parts for each market.
I know in countries such as England and Australia, cars cost a lot more because of the extra parts and time needed just for the cars on the other side of the road.
