Just recently from out of no where my turn indicators have suddenly stopped functioning. I do not believe it has anything to do with the stalk from the steering wheel. It is functioning normally in the sense that I push the stalk down to turn left and it clicks off as soon as I make the turn. The problem is that I push the stalk up or down and the turn indicator lights up but does not blink. Other times it will slightly blink but at a slower rate. Is this an issue with the fuses? In any event, just looking for some advice before I start to rip things apart.

Yes, I would certainly check that relay but you may also want to check the hazard switch to make sure it's not stuck halfway on/off. IIRC, if it is malfunctioning, your turn signals will not work.
