What he's calling driving lights are the auxiliary high beams and I would suspect they're wired with the high beam switch, so it would be a matter of tracking down the electrical diagram and determine where the breakout point is.  The bridge link works for the fog lights only as far as I can determine. (Pulling the relay should verify this. )

Yes. What I'm talking about are the lights that come on with the high beams. Maybe called auxiliary high beam rather than driving lamp but in the same fixture as fog lamps but much brighter. I would love to be able to use them without popping up the headlamps. Is it as simple as a row relay? Still seems like you would need a switch. As only switch US cars have turn on Fogs.

O.K. here's your answer, I much prefer the arrangement myself. What you need to do is swap the pins in the light pod.  As Flash clarified for you there are two lights in the pod, they are both 55 watt and share the same ground.  Remove both pods. Look at the plug side which is on the pod. One bayonet pin is perpendicular to the other two, that's the ground .  Remove the phillips screw and open the clam shell.  Now looking at the back of the clam shell at the pins in the socket, look closely at one of the two parallel pins. There is a slight protrusion. This holds the pin in place. Take a small screw driver and push it back, while gently pushing the pin down. Do that to both pins.  Swap them. Now you have control over your "driving light" on the dash. The "fog light" comes on with the high beam and works as the flasher too.  The driving light operates with the "parking lights" and the headlight as requested. Since the fog light really isn't a fog light, this is a much better arrangement as it provides the fill light for the high beams. You can see this if you project the lights on a wall.

Got to warn you though, those "driving lights" though the same wattage as the fog lights... put out some light, brighter than my regular beam headlight.  On the other hand, now you've got a switch to control them.

Found a used Canadian relay in a dismantlement yard in Canada, $40 for the relay, and now I'm in business with no muss or fuss.
