Vortex generators are commonly used in the aviation industry. Depending on how they are used they can increase the lift of an airfoil, or in some cases deliberately reduce lift. They are also used to reduce drag, ie increasing speed of the aircraft. In some applications they are also used to guide the flow of air (over a wing or fuselage) for a specific reason.
I have no doubt that the correct use of vortex generators could quite drastically improve airflow in the intake without any particular downsides. But the research and testing behind a market ready product would be monumental to say the least and absolutely not generic but limited to a specific model.
That being said I think that the product mentioned here is a piece of crap.
