I can only speculate, but I think at least one of the major reasons is the extensive degree of “personal injury” litigation in this state, which is at borderline absurd levels by comparison to any other state(s). Not just for car accident related injuries, but injuries and illnesses from exposure to chemicals, or any other given element causing “alleged” harm, and often representation offered to “victims” who lack any common sense. Someone , some company, is always at fault .. And whilst some will tell you that ubiquitous warnings are futile attempts at “preventive law”, that’s a falsehood; it does significantly boost the defense’s case . Sure that principle applies everywhere, but the sheer volume of lawsuits in CA, coupled with typically liberal judges , and many runaway juries compounds the problem.
This is not a slam on attorneys, in fact I hold the majority in high regard and respect ( with the exception of ambulance chasers , but even in many of those cases the cause of action itself is not unreasonable ..) but rather, it’s the litigious environment here ..statistics do not lie .
