And is that because it is under load?

 

 

The reason I ask is, the bolt seems to be free floating in the center of the hole.

i just don't like the idea of suspension stuff being able to move around while reaching under a car.  the other things is that the threaded holes are just nuts welded into the sheet metal frame.  they are well known for ripping loose.  if you are "floating in the middle" and get a side load on one of those bolts, you can kiss about $500 goodbye when you have to take it in to have it welded back up.
