Heater vent won't work- Switch or Motor?

I took out the dash cover over the weekend to get another look at what was moving when I slid the heat and A/C switches side to side. When I slid the top slider, you can look inside the dash just to the left of the opening and see an arm move up and down. I just can't see where its moving anything like a flap or door though. From under the steering wheel, just to the right of the gas peddle and up the tunnel about 6 inches, theres a black plastic cover with 2 screws. With the cover off, theres 2 adjustable rods. One is connected up higher in the dash and moves when you hit the A/C switch.......the other one that is connected to a motor operates the floor vents and doesn't move when I move the slider. You can pull the threaded end of the shaft out of that white bracket adjuster thingy and operate the floor vent flap yourself. Sooooo.....
my long winded question is..how do I check to see if the motor for the floor vent is bad or the slider switch. There is a slider switch on Ebay right now for $99. I'll mention now, I'm an idiot when it comes to amps and volts and stuff like that.

I wanted to be sure this was up long enough that somebody might have some direction for me. If not.............I guess it is what it is.
