I believe those relays are underneath the flat parcel shelf panel inside the car.

If the top motors are running but the top is not moving the big center nuts must be loose or the torque limiter is slipping. Careful, if the motors are out of synch the top frame can get damaged.
At least I think there is a torque limiter in each motor. I know there are 'open' and 'closed' limit switches that tell the system if the top motors can run or not. These switches have a rough life and can fail.
When I had a top that would not close but the windows would roll down a bit, it was one of these limit switches.
You may have a combination of a bad limit switch and an out-of-adjustment top system. I suggest readjusting everything as per the manual. You can poke the limit switches from above and sometimes get a sticky or corroded one to operate once or twice.
These switches can be replaced with common parts but you might have to swap over the lever arm with the little roller if you cannot find the exact replacement switch from Mouser or Newark or someplace like that.
My process if I hear any funny noise from the top or hear a motor operating without the top moving:
1 - Stop.
2 - Go manual (loosen the top-to-motor bolts)
3 - Eventually, maybe, fix whatever is wrong and then readjust.
I have never actually gotten to step 3 even though I prefer the power to the manual 'option.'
