These observations are when the headlamps are down? If yes, then are they aimed properly to light the road when up? If both answers are yes, then you will need to shim the whole headlamp tray down and over to fit the opening. It sounds like there has been some bodywork that may not have been done properly in the past. The geometry of the whole mechanism is very complicated. You might need to remove the Bumper cover to get the best access.
