Its not just a bit at the front, its actually the whole front batwing (front apron) (front apron) undertray, and changes the airflow under the car, as mentioned flash did a lot of work in this area, and of course manufacturers were starting to look at aero seriously in the early 90's.
I think mainly in an attempt to make cars more fuel efficient though drag reduction then anything else, as any Indy team will tell you 40% of the engines power goes into the drag of the big rear wing on a street or road course.
I am not really a fan of the big Turbo RS rear wing, but the car came with a standard rear wing and I think personally the little front one balances out the overall look, but that just me.
the Techart splitters are rarer than hens teeth and command a fortune, a damaged one came up for sale here last year and sold for $600
