If you plug the incorrect VIN that is stamped on the windshield post into Carfax it comes back as an invalid VIN. If you plug in the correct VIN it does come back saying it is a good VIN with a number of records associated with it. So, the title and everything else are probably okay. The DMV guys usually just take a quick look and verify the last few digits. That is probably how it has manged to get by all these years. It is still crazy.
