Timing belt tension gauge

If the 968 uses a hydraulic tensioner why do I read about special gauges for setting the tension of the timing belt? Won't the hydraulic tensioner set the tension and override any manual adjustment one would make? It would seem the only way things could go wrong is if you have a tensioner that is not working correctly. Are the gauge checks just for verification?

It is also used for checking the balance shaft belt tension.

i think references to tensioning the timing belt are for the 944 - the 968 does not need that due to the hydraulic tensioner - it does still need manual tensioning on the balance belt
