After one month as a new member I have read the Tutorial page to learn the particular Members Levels and Permissions toward advancing to Newbie and Rookie. And from 30 years on the Internet through experience with all sorts of other sites, I might understand why a new account would have certain limitations or restrictions. But I must say, following the recommendation in just the second paragraph of that Tutorial, "If you have not done so already, please take the time to read the Forum Rules." I have found clicking that tab repeatedly to no avail leads me to conclude that is one such area still barred from access. Unless I may possibly be subject to some system error, I can't likely be the first or only one to point out this apparent incongruity. Short of emailing an admin directly, I'd appreciate any advice or suggestion to just how I might pick up these Rules of the Road, so to speak.

Following on my post minutes ago, I might assume this being my third post may be sufficient to gain access at last to the Forum Rules, if not necessarily ascend to Rookie status. Then again, notwithstanding that level designation, the seeming fact remains that what I call an incongruity is the Tutorial's specific direction of new members to Forum Rules while apparently blocking that access without any explanation. Other than the evident deduction further on that even that section must require a sufficient number of posts to qualify for entry.

And sure enough, notwithstanding my newly minted Rookie level as promised by the Tutorial, I still get no result from clicking Forum Rules. Which is all the more odd considering that I'm heartened to find I can at least personalize my profile avatar graphic. So maybe I'll try submitting a new post topic as blatant as "How to access Forum Rules??"
