This type of racing is so popular in England and other European countries, i was wondering if there is a sanctioning body that does it here too. Anyone?

What you are describing is very similar to the Pikes Peak Races they have a race they have been doing since 1916 called race to the clouds.

Oh yeah, I know it well. The difference between that and the English stuff of course is that Pikes is run on gravel/dirt and English hillclimbs are mostly tarmac. That and distance anyway.
I want to go to Pikes someday, problem is you have to plan on camping or get there at 4am.

Sadly, they've progressively been paving more of the Pikes Peak Hwy each year. Went up it a few months ago, and was shocked to see how much had been done. Will bring the times down for sure, but to me, it dramatically changes the essence of the race. Still some gravel above treeline, with dramatic drop offs (read: probable death) if certain corners are missed. Oh yeah, they also added some guard rails in places!!! What is this world coming to?
