What are you using for "driving lights"? if you are turning the parking lights on and then activating the fog lights as "driving lights" it is my understanding that the cruise control will not work if any light bulb is defective, including the high mounted 3rd light. If you have the relay that turns the fog lights on when the ignition is on then this, of course, isn't the answer, but your post says that you "turn on" the driving lights.

I think that you may have a burned out brake light bulb, including any of the one is the 3rd light.

Good guess, I would also suggest that your ignition switch may be part of the problem. There is a thread on here about the strange issues that my car (and others) were experiencing due to partial failure of the switch. There are also tips for changing the switch in the thread.

The capacitors dry out in the ECU as well, I have had one car just keep on accelerating when the cruise was engaged
New set of caps soldered in fixed that
