I noticed the among the icons one that indicates a closed topic. Does this mean that those who start a topic (polls included) can also close it out, say due to lack of pertinence? If so, how is it done or can it only be done by moderators and such?

Only administrators and moderators can close topics. Do you have a need to close something?

You can edit and delete posts but an admin or moderator needs to delete the topic. If there is a duplicate topic by error then a moderator or admin will delete one of the two when found or notified.
