Put it this way, the auto tensioner is a hydraulically dampened spring. The spring isn't going to fail, so the only way the tensioner fails is the hydraulic seal leaking, and you can see that if you pull the cover off. You have no other option to tension the timing belt even if you do measure it with the tool.
