Here is what weve done :

- replaced reference sensor

- replaced ignition switch

- New DME (jumpered out relay fuel pump is good) pin 87 to 87B to 30 allowed me to pump out 15 gallons of gas from the tank !

- no tach bounce

- new fuel

- new timing belt and waterpump

- 12 volts to injectors

- no power on fuel pump fuse, but do get when jumpered

- no Voltage pin 18 & 35 on DME computer with ignition on

Reference Sensor does not have the proper gap adjustment if you have no TACK Bounce. If you can get power to the fuel pump with the DME Relay jumpered but not with the new relay, you have a bad relay.
