He said that the fender gets glued to the body, and he would have needed to use the heat gun to get the glue loose and get it off. He was worried that he would damage the paint on the door and hood in the process of heating the glue, and saw on the repair bill that the insurance co put in for a new fender (although discussion with the shop owner was that he COULD pull it back out to reshape) so he cut it to get it out.
