Koni Shock Adjustment Instructions

One question relating to this. I was adjusting my koni sports as per flash's recommendations and i wound them fully hard first by accident but noticed that when fully hard the shock would not rebound from fully depressed it stayed shut and finally rebounded after nearly 20 minutes...yes it was that slow.
My question is do i have a problem with my rears or is this normal?
I then set them half a turn from soft as flash suggested and they rebounded normallly.

might just be a sticky valve at the limit
