placement of emissions sticker - garm - 05-04-2020

I got a replacement emissions sticker since my 1994 car was missing it. I'd like to know the correct placement.

 

If this is the wrong sub-forum to post in, Mods can move or direct me to the right one (i'm new).

My emission sticker has a tear down the middle.  I have seen others with the same thing.  It appears as if Kaj's car has the same.   Anyone know whats up with that?
