Yes, I think years of dirt must be filling in the split. The tip has a flanged female end that matches the flanged female end of the exhaust pipe. They are mated together with a ring that mates the two female parts together. All held in place with the clamp. They probably are not welded together as they would have to weld the two pipes to the ring, and then it would make no sense to put the clamp back on.
Here is a shot of the tip end and the ring that joins it to the exhaust pipe. Sorry for the poor quality pic, but it shows what I mean.
