Living near Houston, I've seen these more than I'd care to admit on the road. They seem to of originated here with the rap music scene and are known as "swangas" or "swangers".
As to legality, I don't think there is a specific law in Texas as to how far a rim can stick out past a car, a passenger vehicle (car) can't be wider than 8 feet, so I'd be willing to bet the more extreme versions of these aren't street legal. Having said that, I've never seen one pulled over.
Unfortunately, no car manufacturer seems to be immune from them (people with weak hearts should look away now) :

Hoooooly Crap !! That’s not photoshopped ?! I believe Texas still has capital punishment ... doing that to a Porsche should fit the category of a “ hate crime “. That’s a just repercussion for the “ cruel and unusual punishment “ inflicted on anyone who sees the car . IMHO

Lol, the benefit is that you could take out a few protesters with those things ..if they get too close to your car .

When I last lived in UK no "moving parts" we're permitted outside the body line (I don't know the exact details) Hence the need for flared wheel arches. It wasn't just for looks, a car would fail the annual test if tyres stuck outside the body. Can't believe the Cayman.

Hey, now there’s a good idea ... add an easy on/easy off mounting set up to those and you can use them you park at grocery or other stores.
Or the one's used in "Ben Hur" or "Grease"
