I have a Canadian car with the running lights in the on position whenever the car is on. The fog lights only work with the interior switch on but with the high beam switch on as well, like you are flashing your high beams. There doesn't seam to be any way to have the fog lights on with the parking lights on. Is there a relay that can be ordered that will make them operational like they were on my old 944, or do they need to be re-wired?
Are you certain you're looking at the bulbs correctly? I don't know what bulbs are energized for the DRLs, but (at least for US cars w/o DRLs) the fog lights should not be what flashes with the high beams. The driving lights (which are in the same housing and lens as the fog lights) flash. My fog lights can be turned on with the dash switch so that they are on with the headlight light switch in either "on" position ("parking" lights or headlights).

I've checked, it puzzles me as well, but it is the fogs that flash. The small outside section is energized for the DRLs. I have no fogs unless the interior switch is on and the highbeam is flashed, they don't go on if the highbeam is awitch on permanently. Wondering if any other Canadian cars are similar, or I've had a PO play with them in some way. Car is new to me since Feb 07. Dealer said they could re-wire them, but I know there is debate about that with dealers. Some imported American cars without DRLs have to have them up here and local shops charge a fortune to make the change, and it only requires a new relay. They don't want people importing Amercan cars, hurts sales, now I'm off topic.
